100% is the most clicks or views a site has got during the perion. 25% is 25% of the maximum view or click that site got during the period.

At 50% you have received one click or view depending on what kind of stats you're looking at. At 25% you have received 0.5 clicks/views, but the script rounded it down to 0 since it's not using any decimals.
